We are seeking an experienced Systems Analyst 3 / Business Data Analyst to support critical initiatives within the agency. This role requires a seasoned professional with strong analytical, documentation, and data modeling skills. The ideal candidate will be responsible for analyzing current business processes, understanding system capabilities, and developing comprehensive business and data requirements for new systems or enhancements.

This position involves extensive collaboration with business stakeholders, technical teams, and product owners to ensure clear alignment between business goals and technical solutions.

Key Responsibilities

• Analyze existing business processes, system functionalities, and data flows to identify opportunities for improvement.
• Conduct requirement-gathering sessions with stakeholders to understand business needs, challenges, and desired outcomes.
• Develop detailed business requirements, Epics, User Stories, and acceptance criteria for enhancements or new system features.
• Evaluate system capabilities, scheduling limitations, and feasibility of requested solution changes.
• Create clear and comprehensive documentation including:
• Business Requirement Documents (BRDs)
• Data Dictionaries
• Data Mapping Specifications
• Visual Data Models and Dashboards
• Lead and facilitate data-focused workshops, JAD sessions, stakeholder interviews, and requirement walkthroughs.
• Perform cost/benefit and impact analysis for proposed solutions.
• Collaborate with development and QA teams to ensure functional and non-functional requirements are well understood.
• Present findings, insights, and recommendations to diverse audiences including executives and technical teams.
• Identify and document current-state and future-state workflows and processes.
• Troubleshoot and resolve data-related issues through structured analysis.

Minimum Qualifications

• Bachelor’s degree in Data Science, Computer Science, Information Systems, Business Analytics, or related field (or equivalent experience).
• 4+ years experience managing multiple data projects simultaneously.
• 3+ years knowledge of eligibility rules for SNAP, Medicaid, and TANF programs.
