The Office of the Provost and Vice‑President (Academic) at McMaster University provides strategic academic leadership and oversight for the university’s teaching, learning, and scholarly mission. As the chief academic office, the office works closely with academic units, support units, university governance and central administration. The Provost’s Office supports innovation, equity, and excellence in the academic enterprise, ensuring McMaster’s priorities align with its commitment to impactful education and research.
Job Summary:
The Manager Finance and Administration (Provost’s Office) is responsible for multi-envelope budgeting and the administration of financial, operational, and physical resources of the Provost Office.
The Manager, Finance and Administration will provide financial operational leadership, ensuring robust processes for planning, budgeting, and reporting, as well as effective overall management of financial and administrative operations of the department portfolios within the Provost Office.
Working in collaboration with the AVP Academic Planning and Finance as well as other senior leaders, this position is responsible for all facets of financial management of the Provost’s Office including operating funds, trusts/endowments, research funds and financial gifts. The Manager, Finance and Administration is responsible for producing three operating budgets annually (two support units and one activity unit), working independently with senior leaders and staff to evaluate and make recommendations on budget requests in order to develop budgets, analyze projections, synthesize inputs and narratives, conduct variance analysis and ensure timely and detailed financial reporting. The Manager, Finance and Administration, will coordinate administrative staff within the Provost’s envelope to ensure that accounts payable, accounts receivable, procurement, account reconciliation and reporting activities are processed in a timely way with a high degree of accuracy and in accordance with University policies.
The Manager Finance and Administration will build relationships with a wide range of partners and stakeholders from across the university and can work both in teams and independently under general direction, with extensive latitude for initiative and independent judgement. This position will support all areas in the Provost/VP Academic and VP Teaching & Learning envelopes in their portfolio in adopting new financial or administrative processes and is responsible for ensuring that communications, documentation, and training is provided in a timely and user-friendly manner.
The Manager Finance and Administration acts with considerable independence, discretion, judgement, and initiative in providing timely support and advice concerning HR functions such as staff recruitment and retention.
The Manager, Finance provides advice and policy interpretation to all levels of leadership and staff within the Provost’s office and ensures that financial and administrative activity is compliant with University policy and objectives and government guidelines and regulations.
The Manager Finance and Administration will manage delegated transactions for the Provost for Mosaic HR approvals and job openings and financial transaction approvals.
Accountibilities
The Manager Finance and Administration is accountable for developing, implementing, and maintaining the efficient operation of activities within a complex academic office. This position calls for independent decision making within a delegated area of authority and for the exercise of leadership in the management of support services.
Financial Management
The Manager, Finance and Administration works with the Provost and the AVP Academic Planning and Finance to determine financial priorities and plans for the Provost’s Office, and develops, recommends, implements and monitors the annual budgets (Provost, University Fund and Vice-Provost Teaching & Learning) as well as ensuring that financial controls are in place and that they are in accordance with University policies and procedures.

Implement year-end reconciliation for operating budget in preparation for the external auditors, the University Budget Committee and the Provost's Office.
Ensure compliance with central polices, development and implementation of effective internal controls and procedures for financial activities.
Monitor the operating budget to determine if resource allocations need to be modified to meet budget obligations.
Oversee the management of trust funds in coordination with the University Advancement Office.
Develop and maintain a detailed understanding of operational and administrative services and be able to provide meaningful, proactive, and relevant advice and support, and make recommendations for improving services and reducing cost.
Maintain liaisons with department managers & program managers to advise units regarding financial position, accounts, budgets, budget requests and related financial matters.
