Job Summary
BlueSun Technologies is seeking an experienced Identity and Access Management Analyst – CIAM / CIMP to support IAM modernization, governance, documentation, and access management activities for the State of Maryland Comptroller’s Office.
The ideal candidate will have strong hands-on experience in enterprise or government IAM environments, including identity lifecycle management, access governance, role design, policy development, Microsoft Entra ID / Azure AD, workflow analysis, and IAM process improvement. This role requires a detail-oriented professional who can work across IT, cybersecurity, business, and compliance teams to strengthen identity governance, improve access controls, and support Zero Trust security objectives.

Relevant IAM certifications such as CIAM, CIMP, or equivalent identity management certifications.
Experience supporting IAM initiatives in state government, federal government, public sector, or regulated environments.
Experience with access certification, identity governance, privileged access management, or Zero Trust implementation.
Familiarity with compliance-driven environments and audit support.
Experience creating IAM roadmaps, maturity assessments, or governance frameworks.
Ideal Candidate Profile
The successful candidate is analytical, organized, and able to bridge the gap between technical IAM requirements and business operations. This person should be comfortable documenting processes, working with multiple stakeholders, identifying access control risks, and supporting practical IAM improvements in a government environment.

Work Location: In person
Support the development, implementation, and maturation of the organization’s IAM program.
Assist with identity lifecycle management activities, including user provisioning, deprovisioning, onboarding, offboarding, access requests, and access reviews.
Develop and maintain IAM policies, procedures, governance documentation, and Standard Operating Procedures.
Analyze current IAM processes, identify gaps, document risks, and recommend practical improvements.
Support role design, entitlement management, access governance, and least-privilege access models.
Work with Microsoft Entra ID / Azure AD or comparable enterprise IAM platforms.
Assist with the integration of IAM solutions into enterprise applications, systems, and business workflows.
Document IAM process flows, technical requirements, governance models, workflow diagrams, and operational procedures.
Support IAM controls aligned with Zero Trust principles and enterprise security frameworks.
Collaborate with IT, cybersecurity, compliance, application owners, and business stakeholders to gather requirements and translate them into IAM solutions.
Participate in access reviews, process optimization efforts, and IAM risk remediation activities.
Provide clear written and verbal updates to technical and non-technical stakeholders.
Minimum 3–5 years of experience in Identity and Access Management within enterprise, public sector, or government environments.
Hands-on experience with identity lifecycle processes, including provisioning, deprovisioning, onboarding, offboarding, access requests, and access reviews.
Experience supporting IAM program development, implementation, improvement, or modernization.
Strong experience developing IAM policies, procedures, SOPs, and governance documentation.
Knowledge of role-based access control, access governance, entitlement management, and least-privilege access principles.
Hands-on experience with Microsoft Entra ID / Azure AD or equivalent enterprise IAM platforms.
Experience integrating IAM solutions with enterprise applications, business systems, and IT workflows.
Strong understanding of IAM frameworks, access control models, and Zero Trust principles.
Experience with process analysis, workflow mapping, gap analysis, and process optimization.
Ability to identify IAM risks, control gaps, and operational inefficiencies.
Strong documentation skills, including technical documentation, process flows, governance models, and user procedures.
Ability to work effectively with cross-functional teams, including IT, security, compliance, and business stakeholders.
Strong communication skills with the ability to gather requirements and translate business needs into IAM solutions.
