Be accountable for talent acquisition strategy and execution in different regions, staffing planning, to assure business delivery and results.
Provide expertise, support and advice on the staffing process to business lines.
Provide support for continuous improvement of the talent acquisition through development and implementation of all talent acquisition programs of the company.
Contribute to establishing employer branding.
Talent Acquisition Leadership and Planning
Develop annual staffing plan by working with function lines and recruitment strategy for achieving the annual staffing plan in high quality and timeliness.
Develop scalable and efficient candidate sourcing pipelines via multiple channels, including active and passive talent, referrals, agency hires, and long-term talent pools.
Develop and communicate talent acquisition plan that unites business and organization requirements to promote the employer branding via various recruitment marketing channels.
Provide support and participate in regular evaluations of the applicant pool quality and assess, track and report on time to hire, cost to hire, diversity of hires, to identify trends and cost effectiveness.
Implement and manage various recruitment channels and programs to attract qualified candidates and continually replenish the candidate pipeline based on market conditions.
Keep abreast of market trends and demand impacting the company’s ability to attract high quality candidates; keep business lines updated regarding such trends; coordinate with HR team on salary considerations and equity concerns.
Support activities and initiatives associated with change management involving reorganizations, mergers/acquisitions and transfers to ensure compliance with regulations and legislation.
Provide recruitment and selection consultation to people at various levels of the organization.
Participate in the implementation of projects related to legislation in the recruitment process within HR and across the business, practices, procedures and compliance.
Consult with business leaders and managers to gather data needed to improve policies and practices; recommend and implement enhancements to support a diverse workforce; ensure recruiters comply with hiring guidelines and procedures.
Provide coaching and consultation to business leaders and managers to effectively meet business strategic staffing goals.
Manage the recruitment budget within assigned budget allocations.
Manage cost effective methods to provide recruiting tools, including contracts with recruiting agencies, job boards, background companies and other outside contracts. Conduct periodic evaluations of the current contracts and provide recommendations for modifications.
Education and Key Competency Requirements
Bachelor's degree or educational equivalent plus 5-8 years of experience within a staffing function as a recruiter or combination of recruiter as well as HR related experience.
Strong knowledge of CRO, or pharmaceutical and other related business industries.
Strong verbal and written communication skills and very good interpersonal skills.
Oversea recruitment experience is preferred such as APAC, EU or US
Excellent problem-solving with sound judgment and decision-making skills.
Excellent presentation, organization and project management skills.
Effective influencing skills.
