Position Overview
The
Federal Capture & Strategy Lead
will drive growth across civilian and defense agencies by leading business development, capture management, and strategic sales initiatives. Reporting to the Chief Growth Officer, this role will develop and execute federal market expansion strategies, foster high-value client relationships, and secure new opportunities that align with Phronetik’s mission in precision medicine, biomedical research, and healthcare technology. This role can be based out of any Phronetik office within the U.S. or performed remotely.
Key Responsibilities
Business Development & Capture Management
- Lead growth initiatives across the U.S. Federal Client Sector Plan, driving new contract awards and expanding Phronetik’s presence.
- Develop and execute client engagement strategies that increase Phronetik’s market share in the federal sector, directly leading to revenue growth and expanded contract opportunities
- Develop and maintain high-value relationships with federal agencies, including HHS, NIH, DoD, FDA, and others.
- Identify and pursue new opportunities, including contracts, IDIQs, task orders, SBIR/STTR grants, and other federal programs.
- Collaborate with primes, subcontractors, and research institutions to enhance competitive positioning and capture strategy.
- Develop and execute short- and long-term growth strategies contributing to Phronetik’s profitability.
Client Engagement & Strategic Partnerships
- Serve as a trusted advisor and point of contact for federal clients, building credibility and long-term relationships.
- Represent Phronetik at industry events, conferences, and federal networking initiatives to increase visibility and brand awareness.
- Lead client meetings, presentations, and strategic briefings, articulating Phronetik’s capabilities and differentiators.
- Collaborate with internal cross-functional teams to ensure business development efforts align with organizational strategy.
Proposal & Contract Strategy
- Oversee the lifecycle of federal proposal development, ensuring compliance with FAR, DFARS, and agency-specific guidelines.
- Collaborate with technical, finance, and legal teams to develop competitive, compliant proposals and optimize positioning for awards.
- Review and approve key proposals, including IDIQ and SBIR/STTR submissions, ensuring accuracy and alignment with client needs.
- Lead strategic pursuits in the federal market, aligning capture efforts with corporate growth objectives.
Team Leadership & Performance Management
- Mentor and develop business development professionals to build a high-performing federal capture team.
- Coordinate with Market and Client Leaders to optimize federal engagement and business development activities.
- Implement effective pricing strategies and performance metrics to support revenue growth and profitability.
- Monitor sector activity to identify areas for increased client penetration and strategic opportunity capture.
Base Compensation:
$77.5k – $87.5k base (Part Time)
Variable Compensation Is Intentionally Transparent And Designed To Reward Capture Leadership, Strategic Impact, And Contract Awards. Early Caps Protect Cash Flow; Tiered Accelerators And Milestone Bonuses Ensure High Performers Are Not Constrained As Revenue Grows. Variable Compensation Includes
- Contract award incentives tied to total awarded contract value; and
- Milestone-based bonuses tied to proposal submissions, competitive positioning, and contract wins.
Requirements
Qualifications & Experience
- Bachelor’s degree in business, science, or a related field; MBA or advanced degree preferred.
- Minimum of 10 years of program management experience, with at least 5 years in federal business development and account management.
- Proven track record of engaging with federal agencies such as HHS, NIH, DoD, FDA, and other related organizations and delivering awarded contracts.
- Demonstrated leadership and ability to develop high-performing teams.
- Exceptional written and verbal communication, negotiation, and presentation skills.
- Ability and willingness to travel as needed for client meetings, conferences, and strategic engagements.
Measurable Performance Metrics
Success In This Role Will Be Measured By
- Growth in federal contract acquisitions (targeting a 20% increase in awarded contracts within the first year).
- Expansion of strategic partnerships with federal agencies, prime contractors, and research institutions.
- Enhance Phronetik’s brand presence through participation in industry events, publications, and federal networking activities.
Travel Requirements
- Occasional travel to client sites, research facilities, or industry events may be required.

- Ability to participate in virtual meetings, presentations, and program activities for extended periods.
