Key Responsibilities

• Lead the planning, design, and execution of complex transportation infrastructure projects, ensuring alignment with local Saudi regulations and international best practices.
• Oversee and coordinate all phases of project development, including feasibility studies, conceptual and detailed design, procurement, construction, and commissioning.
• Manage and implement robust data management systems to ensure accurate documentation, regulatory compliance, and effective project tracking throughout the project lifecycle.
• Direct procurement activities, including the preparation of tender documents, evaluation of bids, contract negotiations, and vendor management, with a focus on transparency and value for money.
• Supervise multidisciplinary teams of engineers, consultants, and contractors, providing technical leadership and ensuring adherence to project timelines, budgets, and quality standards.
• Develop, implement, and monitor design governance frameworks and stage gate processes, including the creation and enforcement of design review protocols and quality assurance measures.
• Apply advanced knowledge of development management and governance, particularly within the PIF framework, to ensure projects meet strategic objectives and stakeholder requirements.
• Conduct internal and quality audits to assess compliance with regulatory standards, project specifications, and organizational policies, recommending corrective actions as needed.
• Liaise with government authorities, regulatory bodies, and key stakeholders to secure necessary approvals and ensure project alignment with national infrastructure goals.
• Prepare and present detailed technical reports, progress updates, and risk assessments to senior management and project sponsors.
• Foster a culture of continuous improvement, innovation, and knowledge sharing within the project team.

Required Experience & Skills

• Minimum of 8 years of hands-on experience in transportation planning, with a proven track record of delivering large-scale infrastructure projects.
• At least 8 years of experience in design management, including the development and review of engineering designs for roads, bridges, and related infrastructure.
• Extensive experience (8+ years) in construction management, overseeing project execution, contractor coordination, and site supervision.
• Minimum of 5 years of experience in procurement processes, including tendering, contract administration, and supplier management within the infrastructure sector.
• Demonstrated expertise in data management, particularly in the context of Saudi regulations and standards, with at least 5 years of relevant experience.
• In-depth knowledge and practical application of design governance and stage gate development, with a preference for candidates familiar with the PIF framework (minimum 5 years).
• Strong understanding of development management, governance structures, and project delivery methodologies for large infrastructure programs.
• Experience conducting internal audits and/or quality audits, with the ability to identify gaps and drive process improvements.
• Excellent communication, negotiation, and stakeholder management skills, with the ability to work effectively in multicultural and multidisciplinary environments.
• Advanced problem-solving, analytical, and decision-making abilities, with a focus on delivering results under tight deadlines.
• Proficiency in project management software, data analysis tools, and engineering design platforms.
• Strong organizational skills and attention to detail, ensuring accuracy and compliance in all project documentation and reporting.

Qualifications

• Bachelor’s degree or higher in Civil Engineering or a closely related discipline.
• Professional Engineering (PE) license or equivalent certification is highly desirable.
• Additional certifications in project management (e.g., PMP, PRINCE2), procurement, or quality management are advantageous.
• Formal training or demonstrated experience in internal audit and/or quality audit processes is a plus.
• Familiarity with Saudi building codes, infrastructure regulations, and the PIF framework is strongly preferred.
• Evidence of ongoing professional development and engagement with industry standards.
