We are seeking an experienced
Business Analyst 3
to support the Environmental Epidemiology and Disease Registries Section. This senior-level BA will provide consultative services, facilitate requirements gathering, analyze complex business processes, and support program initiatives impacting statewide public health operations.
The ideal candidate will excel in business process analysis, requirements documentation, and stakeholder facilitation with strong analytical and communication skills. This is a highly visible role working under limited supervision with significant latitude for independent judgment.
Key Responsibilities
- Review, analyze, and evaluate business systems and user needs; recommend process and technology solutions aligned with agency strategies.
- Conduct business process reengineering, develop as-is/to-be models, and identify opportunities for operational efficiency.
- Utilize business analysis best practices to assess DSHS priority initiatives and special projects.
- Gather, document, and validate business, functional, and technical requirements.
- Prepare reports outlining gaps in functionality, system improvements, ROI analyses, cost/benefit evaluations, and solution recommendations.
- Collaborate with cross-functional teams to understand program policies and determine impacts on existing systems and workflows.
- Develop business analysis tools, documentation templates, roadmaps, and process guidance.
- Facilitate meetings, workshops, and discussions with program stakeholders and executive leadership.
- Provide recommendations to agency leadership regarding project improvements and operational optimization.
- Support SDLC activities including design documents, test cases, use cases, and project documentation.
- Lead and participate in special projects as assigned.
Minimum Qualifications (Required)
- 8+ years
researching, gathering, correlating, and analyzing system requirements; solving complex problems; preparing concise reports.
- 8+ years
developing and presenting reports that identify gaps in system functionality and operational effectiveness.
- 8+ years
creating as-is/to-be process models, business process mapping, and identifying process improvements.
- 8+ years
analyzing program policies and procedures to determine impacts on automated systems.
- 8+ years
working with functional teams to understand unmet business or system needs.
Preferred Qualifications
- 5+ years
building strong stakeholder relationships, with excellent communication and presentation skills; experience leading stakeholder requirement sessions.
- 5+ years
developing SDLC artifacts including gap analyses, roadmaps, requirements, design documents, test cases, and use cases.
- 1+ year
UX design experience.
